Information on the progress of the implementation of the ASBP-3 projects Nukus branch of the Executive Committee of IFAS as of 01.01.2019

     Nukus branch of the Executive Committee of the International Fund for Saving the Aral Sea, as a structural division of IFAS, was established in 1996 to develop and implement specific projects and programs for improvement of the environment and improvement of the socio-economic situation of the population affected by ecological crisis of the Aral Sea basin.
     According to the “Funding Plan for Projects and Activities of the Program of Action for assistance to the countries of the Aral Sea Basin (ASBP-3) for the Republic of Uzbekistan for the period 2013-2015 and 2016-2018 years”, approved by the order of the Cabinet of Ministers of the Republic of Uzbekistan No. 285-f dated May 14, 2013 and No. 131-f dated February 14, 2017, the branch implemented and is implementing the projects “Creation of small local reservoirs in the river delta Amu Darya. Phase II", "Construction of units of water intake structures with desalination plants in Takhtakupyr district,"Creation of protective forest plantations on the site" Akhantay "of the drained bottom of the Aral sea” and “Creation of protective forest plantations on the Akkum ridge of the dried bottom of the Aral Sea”, “Organization social assistance to the population of the Aral Sea region”.

According to the project “Creation of small local reservoirs in the delta of the Amudarya river. Phase II.

     This project provides for the improvement of the ecological situation in the Aral Sea region, promotes recovery wetlands of the delta, the conservation and sustainable development of biodiversity and the enhancement of natural productivity of bioresources, ensuring the controllability of the water regime of water bodies, creating conditions for fish farming, fishing, hunting, transhumance.
     Between 2001 and 2009 the branch implemented the first stage of the project “Creation of small local reservoirs in Delta of the Amudarya River. It made it possible to put into operation 5 water outlet structures, 45 km of bank protection dams, to create engineer-regulated reservoirs with a water surface area of ​​70 thousand hectares and a total volume of 810 million cubic meters. This contributed to the strengthening of the fodder base of livestock breeding, the creation of favorable conditions for breeding fur-bearing animals, bird breeding, development of forest-tugai thickets, restoration of fish farming.
     In 2013, the Nukus branch launched the second stage of the project, which provides for the engineering arrangement of the Mezhdurechensk reservoir, which is the main link in the creation and operation of the entire complex of artificial reservoirs in the central part of the Amudarya delta. For 2013-2015 completed work on the restoration and reconstruction of the most dangerous sections of the Northern Dam Mezhdurechensky reservoir with a length of 3,980 km. Conducted for 2013-2015 priority activities made it possible to increase the reliability of the operation of the Mezhdurechensk reservoir, that, high-water years contributed him to accumulate and partially manage flood waters and accumulate his sub-command reservoirs Big and Small Zakirkol, Makpalkol, Rybachye and Muynak, while creating conditions for fish farming, transhumance animal husbandry.
     Currently, the project is carrying out restoration and reconstruction works. Northern dam of the Mezhdurechensky reservoir, and reconstruction of the Muynak canal. According to the Decree of the Cabinet of Ministers of the Republic of Uzbekistan dated May 3, 2018, the implementation of of the project "Reconstruction of the road dam along the Maypost Lake with the installation of a spillway into the riverbed Amudarya (Akdarya) with measures to prevent the development of canyon-forming processes in Lake Domalak" part of the PTER project “Creation of small local reservoirs in the delta of the Amudarya river. Phase II" in 2018 year, it is planned to allocate 15.0 billion soums and in accordance with the resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated 3.05.2018 was determined as the General Contractor of UE trust "Kuprikkurilish" JSC "Uzbekiston temir yullari" and drawn up a contract for the performance of construction and installation works. As of 01.01.2019 performed construction and installation works in the amount of 12176 million soums.

According to the projects "Creation of protective forest plantations in the areas" Akhantay "and" Akkum " drained bottom of the Aral Sea.

     In order to fix the dried bottom of the Aral Sea, to prevent further growth salt transfer and large-scale desertification in 2002-2011, the branch carried out projects "Creation of protective forest plantations on the drained bottom of the Aral Sea" and "Development of the drained part of the Aral Sea on the basis local salt-dust-fixing plants (saxaul, cherkez, etc.). The implementation of these projects made it possible to consolidate and afforest areas of the dried bottom of the Aral Sea with an area of ​​11 thousand hectares, located in the north-east of the bay Dzhyltyrbas.
     In continuation of forest reclamation work in this direction since 2014, the branch has been implementing projects "Creation of protective forest plantations on the site" Akhantay "on an area of ​​11.66 thousand hectares and the ridge" Akkum " dried bottom of the Aral Sea from local trees and shrubs” on an area of ​​8.7 thousand hectares. The main strategy of these projects is to reduce wind erosion, fix moving sands and preventing the ingress of salt and dust into the city of Muynak and the territories adjacent to them, the village of Karazhar and Lake Sudochye, to be included in the Ramsar List of Wetlands of International Importance,as well as improvement of the ecological situation with the help of trees and shrubs that release oxygen, absorbing carbon dioxide and accumulating dust, which will lead to a decrease in morbidity among the population Muynak region. As part of projects as of 01/01/2019. forest plantations were created on the area of ​​4914 hectares.

According to the project "Construction of units of water intake facilities with desalination installations in the Takhtakupyr region”.

     Providing the population with water in the required quantities and the required quality is achieved by building new and reconstruction of existing water supply systems, desalination of local mineralized groundwater, drilling new wells, etc.
     In this direction, in 2014 the branch implemented the project "Construction of water intake facilities with desalination plants in the settlements of "Karabayly" and "Orkendi" of the Takhtakupyr district" worth 2474.34 million soums. Within the framework of the project, a water intake unit was built in each settlement. structures, which includes a water well with a pumping unit, tanks for the initial and desalinated water with a capacity of 50m3, buildings for a desalination plant with a capacity of 6m3/hour and a pumping station stations of the 2nd lift, a water tower with a capacity of 25 m3, on-site communication networks, power supply, landscaping, etc. As a result of the implementation of the project, provision was made for the settlements of Karabayly and Orkendi Takhtakupyr district with a total number of 812 people. quality drinking water and improving their sanitary and epidemiological situation.

Project "Organization of social assistance to the population of the Aral Sea region".

     In the period 1998 -2013, the Nukus branch of the IFAS Executive Committee at the expense of the state budget implemented the project "Organization of social assistance to the population of the Aral Sea region in adapting to market conditions in the zone of ecological crisis." Within the framework of the project, 6,165 projects were financed for a total of 13,063.1 million soums on the terms return of funds, 9239 new jobs were created.
     In March 2017, the Nukus branch of the IFAS Executive Committee on the terms of a loan agreement with LLC Microcredit organization "Tadbirkor Invest" under the Association of Business Women in Nukus resumed implementation project "Organization of social assistance to the population of the Aral Sea region". The project is expected to be funded less than 90 business projects involving microcredit and microleasing with the condition of creating at least 200 new ones work places.
     According to the loan agreement, the Nukus branch of EC IFAS as of 01.07.2018 in LLC "Microcredit Organization Tadbirkor Invest" allocated funds in the amount of 700 million soums. Through these funds 34 new jobs were created.
